The BrahMos, which derives its name from the Brahmaputra and Moscow rivers in India and Russia, is based on the earlier Russian design for the SS-N-26 (3M55 Oniks) cruise missile. In 1998, a joint venture was set up between the Indian Defense Ministry’s Defense Research and Development Organization and Russia’s Mashinostroyeniye Company. The two entities formed a company now known as Brahmos Aerospace, which would develop and manufacture the BrahMos PJ-10. Sources indicate that by 2006 India and Russia had already invested $300 million in the company.
Also, the BrahMos program has been working extremely well -- a development that may go far to offset the fiasco of the enormous delays and cost overruns on the Admiral Gorshkov carrier renovation project.
Co-production in Indian of Russian weapons systems may well therefore be the way ahead to revitalize the venerable Russian-Indian arms sales relationship for the 21st century. That is why India still has to buy Russian Main Battle Tanks and excellent French Scorpion diesel submarines off the shelf after decades of unsuccessful efforts to manufacture its own.
But the BrahMos program has broken free of those old constraints. It has already entered its production and operational deployment stages with the first mark of these weapons. This achievement is an epochal step forward for the Indian arms industry, and it augurs well for future such Indian-Russian co-production agreements.
Finally, India's achievement in reaching production and operational deployment reliability on the BrahMos cruise missile will change the nature of its strategic relations with the United States -- and possibly with Israel, too. For India is now about to find itself in the novel position of having a military technology far in advance of the comparable U.S. technology.
U.S. Tomahawk cruise missiles are subsonic, with a maximum speed of around 700 miles per hour at ground level. But the most advanced marks of the BrahMos, based as they are on a successful, mature Russian cruise missile technology, can go more than 2.5 times as fast as that -- at Mach 2.8 at ground level.
Will India be willing to share this technology with the United States? And if its leaders were willing, would the Kremlin permit it? And if -- as seems likely -- India refuses to share such technology with Washington -- how will that affect future U.S.-Indian relations? Will it signify that technology-sharing agreements in practice will remain a one-way street?

"It will be a machine superior to our main competitor, the F-22, in maneuverability, armament and range," Putin said.
"Also in morale," the pilot added.

Bogdan said it was the fighter's 16th test flight and more would follow shortly.
The prime minister said 30 billion rubles (around $1 billion) had already been spent on the project and another 30 billion would be required to complete it, after which the engine, weaponry and other components would be upgraded.
He said, factoring in modernization and upgrades, the fighter will have a service life of 30-35 years.
Russia's only known fifth-generation project is Sukhoi's PAK FA and the current prototype is the T-50. It is designed to compete with the U.S. F-22 Raptor, so far the world's only fifth-generation fighter, and the F-35 Lightning II.
Russia has been developing its newest fighter since the 1990s. The country's top military officials earlier said the stealth fighter jet with a range of up to 5,500 km would enter service with the Air Force in 2015.

(NSI News Source Info) TAIPEI, Taiwan - August 17, 2009: In a surprise move, CSIST displayed the Hsiung Feng 3 (Brave Wind) anti-ship missile and Tien Kung-3 (Sky Bow) air defense missile. It is only the second time the military has allowed public access to the two missiles. The first time was in 2007, when both were displayed during the Ten-Ten military parade. CM32 8X8 Yunpao [Cloud Leopard] Armored Vehicle ~ The CM-32 is an 8x8 armored vehicle based on the design of the 6x6 CM-31. The vehicle takes its moniker from Taiwan's nearly extinct clouded leopard, or "Yunpao," because of its agility and stealth.
The design was developed by Timoney of Ireland. Timoney Technology Limited was formed as a campus company at University College Dublin in 1968 and still retains close links with the college. The Timoney Technology Group designs and develops a variety of vehicles for commercial applications, mainly utilising their unique Independent Suspension Technology. Timoney's range of high mobility vehicles includes Armoured Personnel Carriers, Combat Support Vehicles, Heavy Transporters and Airport Crash Fire Rescue Vehicles.
There was initially little definitive information about the CM-32 available. Some reports suggested that Taiwan will build the vehicles within the country, under license from a foreign developer. This is probably an 8x8 version of the Timoney Mk8, known as the CM31 in Taiwan. In 2001 it was announced this Irish company had won the competition to supply an 8x8. Pressure was applied by the US to have this decision overturned in favor of the Stryker, though it seems this efforts was unsuccessful. Other reports suggest that the vehicle will be both indigenously designed and built entirely by Taiwan.
In a military reform plan that was completed in 2001, Taiwan's military cut troop numbers but increased their mobility and firepower. This marked an end to the debate in the army over whether the next generation of armored vehicles should be tracked or wheeled. The choice suggests that mobility was given top priority. The first model, which is similar in design to the French-made Piranha armoured vehicle, was completed in February 2004. Mass production of the new vehicle, which will not begin until it passes tactical evaluation, is slated for 2007. The new vehicles would replace some 700 M-41 tanks, while M48-Hs and M60-A3s would remain the backbone of the army's tank force. The procurement project could cost the army up to 36 billion Taiwan dollars (1.05 billion US). Estimated to cost NT$65 million each, the military claims it is about one-quarter of the price of the Stryker.
The eight-wheeled vehicle, specially designed for the challenges presented by Taiwan's demanding local environment, represents a breakthrough for the military which previously had to buy more expensive foreign equipment. The military rolled out three prototypes of the eight-wheeled vehicle 11 January 2005 at a ceremony at the Ordinance Readiness Development Center in Nantou, where the vehicle will be mass-produced beginning in 2007. The ORDC has the capacity itself to produce 30 of the armored vehicles a year, although the private sector may be tapped to help since the military projects it will receive requests for up to 1,400 carriers.
CSIST also exhibited a sounding rocket. A Taiwan defense analyst said the rocket was originally a cover program for Taiwan's ballistic missile development. However, CSIST officials denied this, stating the rocket was for scientific experiments conducted by the National Space Program Office (NSPO).
"CSIST and NSPO joined together on this program in 1997," said a CSIST official. "We have 10-15 sounding rocket launches planned with the NSPO before 2018. We build them as NSPO needs them."
The two-stage solid fuel rocket is 7.7 meters in length, has a speed of Mach 7, a maximum altitude of 280 km and can carry a 130 kg payload. The Taiwan defense analyst said the fact that it is a two-stage sounding rocket raises questions and "CSIST was careful to make sure they only acknowledged a maximum altitude of 280 km," just short of the Missile Technology Control Regime (MTCR) 300 km/500 kg range/payload minimum.
UAVs showcased
CSIST also displayed a wide variety of UAVs at this year's TADTE, including an operational Chung Shyang for the first time. A CSIST representative said the first one was built in 2007 and CSIST now has five operational prototypes.
"The army and air force are interested in the Chung Shyang," he said. "With the recent typhoon, the army could have conducted a damage assessment, but the army has no UAV capability at this time. We expect a decision from the military in 2010 with a potential order of twenty."
The Chung Shyang has both day and night surveillance and reconnaissance capabilities. It can also serve as a communications relay. It has a range of 100 km, cruising speed of 60 knots with an eight-hour endurance. The Taiwan coast guard has dropped interest in the platform for budgetary reasons, he said.
CSIST also showed off its Cardinal mini-UAV system and Blue Magpie mini-UAV system, both hand-launched platforms. The 2.1 kg Cardinal began development in 2007 and there are now ten in production for further testing. It has a range of 15-20 km, speed of 30 knots, endurance of 1.5 hours, and a maximum altitude of 4.5 km. Payload options include a charge-coupled device (CCD) camera, night vision camera, goggle manual and autopilot. The military has expressed interest in procuring the Cardinal, but no decision has been made.
However, the Blue Magpie has garnered no interest by the military. The system is extremely small with a weight of only 1.0 kg. It has a CCD payload and can be flown by autopilot or manual. It has a range of three kilometers, maximum altitude .6-1.5 km, cruising speed of 25 knots with a one-hour endurance. The UAV can "transmit real-time images … and can be used for reconnaissance and target acquisition," said a CSIST representative. It has been in development since 2006.
Clouded Leopard
A representative of the Combined Logistics Command, under the Ministry of National Defense, confirmed the 8x8 CM-32 Clouded Leopard was still being considered by the military, despite local media reports the program had been killed.
"The army will make a final decision in 2010 on the fate of the platform," he said.
There have been reports in the local media the CM-32 was overweight, suffered from transmission problems, lacked amphibious capabilities, and the turning radius was too wide.

Under the deal, the US military will be able to operate on Colombian soil to tackle drug-trafficking and terrorism. The United States maintains a complex web of military facilities and functions in Latin America and the Caribbean, what the U.S. Southern Command (known as SouthCom) calls its "theater architecture." U.S. military facilities represent tangible commitments to an ineffective supply-side drug war and to underlying policy priorities, including ensuring access to strategic resources, especially oil.
Much of this web is being woven through Plan Colombia, a massive, primarily military program to eradicate coca plants and to combat armed groups (mostly leftist guerrillas of the Revolutionary Armed Forces of Colombia). In the last five years, new U.S. bases and military access agreements have proliferated in Latin America, constituting a decentralization of the U.S. military presence in the region. This decentralization is Washington's way of maintaining a broad military foothold while accommodating regional leaders' reluctance to host large U.S. military bases or complexes.
A number of South American countries have condemned the plan and Argentina has said the bases are "not helpful".
Venezuelan President Hugo Chavez has expressed fears the move would amount to preparation for an invasion of his country by US forces.
Colombia's foreign ministry said that Bogota had agreed the text of the deal with the US.
"This agreement reaffirms the commitment of both parties in the fight against drug-trafficking and terrorism," the ministry said in a statement.
The deal will now be reviewed in both countries before being signed.
'Climate of unease'
Last week, Colombian President Alvaro Uribe visited several of his South American neighbours to try to calm fears over the proposed deal with Washington.
On Monday, South American leaders at a regional summit had reiterated concerns over the deal. Mr Chavez warned that "the winds of war were beginning to blow" across the region.
The Brazilian president, Luiz Inacio Lula da Silva, called for a meeting between US President Barack Obama and the region's leaders, saying the "climate of unease disturbs me".
Washington wants to use Colombia as a regional hub for operations to counter drug-trafficking and terrorism.
The US has been forced to look for a new base for such operations after Ecuador refused to renew the lease on its Manta base, which the US military was using.

Top nuclear negotiators for China and South Korea held discussions Monday on how to break the impasse in negotiations over North Korea's atomic program, as South Korea's president called for a get-tough approach on Pyongyang.
"Chances are high that Vice Foreign Minister Wu Dawei will fly to Pyongyang on an Air China flight that departs at 5:20 pm (0920 GMT)," Yonhap news agency quoted a diplomatic source as saying.
Wu will try to persuade the North to come back to the talks which also involve South Korea, the United States, Russia and Japan, the source said.
Hankyoreh newspaper said Wu would leave Monday and stay a week in the North. South Korean officials were not available for comment.
China has hosted the talks, which began in 2003 and reached a deal under which the North would scrap its nuclear weapons in return for energy aid and major diplomatic and security benefits.
But Pyongyang announced on April 14 it would quit the forum and restart its atomic weapons programme in protest at the United Nations Security Council's condemnation of its rocket launch earlier that month.
On May 25 it staged a nuclear test, its second since 2006. Washington has since then led a drive for tougher enforcement of UN sanctions.
In signs of a possible easing of tensions, former US president Bill Clinton went to Pyongyang this month to meet leader Kim Jong-Il and win a pardon for two American journalists.
Washington said officials had indicated to Clinton that they want better relations.
The hardline communist state says it wants direct talks with the United States. Washington says this is possible but only alongside six-party negotiations.

The suicide bomber blew himself up overnight in the town of Mingora, in the Swat valley, after being "encircled" by the soldiers, the military spokesman in the area told AFP. Four soldiers were lightly wounded in the explosion.
Separately, seven Taliban militants were killed in Kabal village, also in the Swat valley, during an exchange of fire with troops late Sunday, the spokesman added.
Another senior military official confirmed the suicide attack and gunfight casualties.
Pakistan's military claims to have cleared Swat of Islamist extremists in an offensive launched earlier this year after militants extended their grip into the valley.
Swat slipped out of government control after radical cleric Maulana Fazlullah mounted a violent campaign in which his followers beheaded opponents, burnt schools and fought government troops to enforce sharia law.
The Pakistani army launched an offensive in late April to dislodge Taliban guerrillas from the districts of Buner, Lower Dir and Swat after rebels flouted a peace deal and marched further south towards the capital, Islamabad. Pakistani officials show ammunition allegedly recovered from Pakistani Talibans in Karachi, Pakistan on Saturday, Aug. 15, 2009. (NSI News Source Info) WASHINGTON - June 5, 2009: The U.S. Air Force estimates it would cost Japan as much as $250 million per plane to buy dozens of radar-evading F-22 fighter jets, a U.S. senator told Japan's ambassador in a letter, saying he hopes to reverse a current U.S. ban on such exports. The F-22's engines produce more thrust than any current fighter engine, especially in military (non-afterburner) power. Called "super cruise," this characteristic allows the F-22 to efficiently cruise at supersonic airspeeds without using afterburners. This capability greatly expands the F-22's operating envelope in both speed and range over current fighters that must use afterburner to operate at supersonic speeds.

The F-22 has been extensively designed, tested and refined aerodynamically during the demonstration/validation (dem/val) phase and the current Engineering and Manufacturing Development (EMD) phase. The F-22's sophisticated aero-design and high thrust-to-weight ratio provide the capability to outmaneuver all current and projected threat aircraft. To ensure the F-22 provides air dominance for deep-interdiction aircraft, it operates at medium and high altitude at ranges superior to current generation air dominance aircraft.

To ensure operational flexibility, the F-22 has better reliability and maintainability than any military fighter in history. Increased F-22 reliability and maintainability pays off in less manpower required to fix the aircraft and consequently less airlift required to support a deployed squadron. Additionally, reduced maintenance support provides the benefit of reduced life-cycle cost and the ability to operate more efficiently from prepared or dispersed operating locations.

The above characteristics provide a synergistic effect that ensures F-22 lethality against an advanced air threat. The combination of reduced observability and super cruise drastically shrinks surface-to-air engagement envelopes and minimizes threat capability to engage and shoot the F-22.

The F-22 has a secondary role to attack surface targets. The aircraft will be capable of carrying two 1,000-pound Joint Direct Attack Munitions (JDAMs) internally and will use on-board avionics for navigation and weapons delivery support.
Senator Daniel Inouye, who heads the Senate Appropriations Committee, said this price included the cost of creating an export version of the most advanced U.S. fighter, built by Lockheed Martin Corp. This assumes production would begin in four to five years, with deliveries in seven to nine years, according to two sources familiar with the letter.
Rob Blumenthal, a spokesman for Inouye, confirmed the senator had sent letters on the F-22 issue to the ambassador, Ichiro Fujisaki, and to Defense Secretary Robert Gates. He declined to release the letters or discuss their content.
The sources, who asked not to be named since the issue is still far from decided, said the U.S. Air Force had reversed its opposition to F-22 exports after studying the issue of F-22 exports again over the past four to six months.
The estimated cost is far higher than the roughly $150 million paid by the Air Force for its last batch of fighters, but the price tag would come down considerably if Congress decides to add funding for more U.S. F-22s to the fiscal 2010 budget, the sources said.

(NSI News Source Info) NEW DELHI - June 5, 2009: India and Russia could reach a final agreement by the end of July on the cost of overhauling the Admiral Gorshkov aircraft carrier to be delivered to the Indian navy, the Hindu newspaper said on Friday.
The original $1.5 billion 2004 contract between Russia's state-run arms exporter Rosoboronexport and the Indian Navy, which includes the delivery of MiG-29K Fulcrum carrier-based fighters, envisioned that work on the aircraft carrier would be completed in 2008.
However, Russia later claimed it had underestimated the scale and the cost of the modernization, and demanded an additional $1.4 billion, which New Delhi said was "exorbitant."
A joint Indian-Russian working group met last week in Moscow to start preparing a revised agreement on the Admiral Gorshkov (future INS Vikramaditya) by the end of July.
The Hindu said that "although a final price tag is yet to be determined, Indian officials familiar with negotiations said on Thursday that the eventual figure would be closer to the $2.2 billion estimate."
The aircraft carrier is currently docked at the Sevmash shipyard in northern Russia, with over 2,000 workers carrying out repairs.
According to the paper, the Indian delegation led by Defense Secretary Vijay Singh has asked Russia to ensure delivery of the aircraft carrier by December 2012.
The Admiral Gorshkov carrier is to replace India's INS Viraat carrier, which, although currently operational, is now 50 years old.
After modernization, the carrier is expected to be seaworthy for 30 years.

(NSI News Source Info) TORONTO, Canada - September 14, 2011: The Oshkosh Heavy Equipment Transporter (HET) has become an integral vehicle for U.K. military logistics operations since its introduction in 2001, providing a highly survivable platform for U.K. Forces and transporting some of the heaviest equipment used in combat. Oshkosh Defense, a division of Oshkosh Corporation (NYSE:OSK), today commemorated the 10th anniversary of fielding its first HET to the U.K. Ministry of Defence (MoD) at Defence and Security Equipment International (DSEi) 2011 in London.

“The HET has proven to be a very successful addition to the MoD’s fleet since its introduction 10 years ago,” said Serge Buchakjian, senior vice president of International Programs for Oshkosh Defense. “The HET has delivered exceptional survivability to protect passengers from roadside bombs and other threats in Iraq and Afghanistan. The vehicle also has proven highly reliable, transporting equipment and crews wherever they’re needed for arrival in a high state of readiness.”

The original HET contract for 92 vehicles was awarded to Oshkosh through Fasttrax which is owned by KBR and Barclays Infrastructure Fund, as part of a 20-year private finance initiative. Fasttrax owns, operates and maintains the HET for the MoD. Oshkosh also has provided aftermarket support, including training, parts supply and in-theater maintenance support.

"KBR is delighted to be celebrating the 10th anniversary of this pathfinder contract,” said Derek Brown, managing director KBR FTX Logistics Ltd. “Thanks to the strong partnership with Oshkosh, KBR delivered on time, on budget and continues to meet all contract expectations."

The U.K. HET is paired with the King Trailer GTS 100 semi-trailer and can transport main battle tanks, armored vehicles and self-propelled guns. In addition to its primary mission as a heavy equipment mover, U.K. Forces have used the HET in recovery functions when wreckers were not available. The vehicle has a 72-ton payload capacity and a six-person cab, and uses a 700-horsepower engine.

Oshkosh also has delivered HETs to armed forces in the U.S., United Arab Emirates, Egypt, Jordan, Oman, Saudi Arabia and Greece. The HET is part of Oshkosh’s full range of high-quality military vehicles and aftermarket solutions for international forces.

(NSI News Source Info) TORONTO, Canada - September 16, 2011: Russia’s state-of-the-art Kamov Ka-52 combat helicopter has passed all tests to be approved for deployment on Navy vessels. The aircraft will be used with Mistral-class carriers, which Russia buys from France.

During a two-week trial in the Barents Sea, a modified Ka-52 successfully performed various maneuvers, including landing on a moving vessel. The aircraft’s landing gear proved sufficiently robust to withstand the tilting of the ship. The helicopter was piloted by Naval aviation veteran, Vitaly Lebedev.

“The main part of the work is over. The helicopter has been tested in all modes of operation,”

said a statement from the Northern Fleet, which provided the anti-submarine ship “Vice-Admiral Kulakov” for the tests.

The military believes the Ka-52 has proved itself capable of being deployed from any suitable vessel of the same class or bigger. That includes the French Mistral-class helicopter carriers, two of which Russia bought earlier this year. Moscow is in negotiations with Paris about building two similar vessels in Russia on license. The Ka-52 is tipped to become the helicopter of choice for the French vessels.

The Kamov Ka-52 “Alligator” is a two-seat twin-rotor multitask combat aircraft based on the design of the Ka-42 helicopter. It has a top speed of 310 kph and practical range of 520 kilometers. It has an advanced targeting system, which allows distribution of targets between several helicopters acting as a team.

This modification will also begin the necessary customization of the AMC for use in Navy F-18 aircraft. Work will be performed in Bloomington, Minn. (66.5 percent); St. Louis, Mo. (NSI News Source Info) HONG KONG - June 6, 2009: Shipbuilding experts from Eastern Europe have confirmed that the People's Republic of China will start to build its own aircraft carrier this year, as preparations for the project are complete.
The experts had visited the No. 3 military dock of the Changxing Island Shipyard -- the new location of the Jiangnan Shipyard, known as the cradle of China's defense industry -- based in Shanghai, where they acquired exclusive photos of the interior of the shipyard. From these it can be deduced that China is ready to commence building the aircraft carrier at this dock. The US Defense Department reported in early 2009 that "Analysts in and out of government project that China will not have an operational, domestically-produced carrier and associated ships before 2015. However, changes in China’s shipbuilding capability and degree of foreign assistance to the program could alter those projections. The PLA Navy is considering building multiple carriers by 2020."
China's navy will develop a new generation of warships and aircraft to give it much longer-range capabilities, its commander-in-chief said in comments published Thursday April 16 2009. Admiral Wu Shengli told the state-run China Daily newspaper the Chinese navy wanted to develop hardware such as large combat warships, stealth submarines with abilities to travel further and supersonic cruise aircraft. More accurate long-range missiles, deep-sea torpedoes and a general upgrade of information technology were also in the pipeline, according to Wu. “The navy will establish a maritime defense system that corresponds with the need to protect China's maritime security and economic development," Wu said. The English-language China Daily, which the government uses to deliver messages to a foreign audience, printed his comments on its front page and said it had obtained a rare interview with such a high-ranking military figure. It quoted other Chinese military figures as saying that Wu's reference to building large warships referred to highly-publicized plans to build an aircraft carrier, but also other unspecified vessels.
Chinese armed police have dramatically strengthened their watch on Dock No. 3. All the entrances to and exits from this dock are under armed police guard, with plainclothes police on patrol. In contrast, the entrances to Dock No. 1, where civilian ships are built, are guarded only by shipyard security staff.
Dock No. 3 is 580 meters long, 120 meters wide, and completely encircled by a wall at least 2.5 meters high. A giant gantry crane has been built, with a capacity to lift at least 600 tons. The dock is large enough to build a medium-sized conventional aircraft carrier similar to the Russian Admiral Kuznetsov class with a light load displacement of about 50,000 tons.
The outfitting quay for No. 3 Dock has been finished and includes a large gantry crane. According to the Eastern European sailors who visited the shipyard, the quay is 8 kilometers long and was finished in the fall of 2008.
A number of large containers have been shipped to the area near the dock. Among senior shipbuilding experts from Germany, France and Italy who examined the shipyard photos, one suggested the containers might be loaded with oxygen supplies and power-generating equipment, as huge amounts of oxygen and power would be required for welding engineering.
An Eastern European source familiar with the aircraft carrier project told United Press International that China had invested $5.1 billion in the facilities at Changxing Island, including three gigantic joint-structured indoor assembly workshops in which the separate sections of the carrier would be built.
The expert from the French shipbuilding industry said these facilities could be used for processing steel plates and section materials, or the preliminary treatment or assembly of separate sections of the carrier.
Sources have informed United Press International that the shipyard and all its facilities were built at a very fast pace. A separate road network was finished around January 2007 to provide safety and security for the project. Despite attempts at secrecy, many residents of the nearby Changxing township knew that the shipyard was being readied to make China's first aircraft carrier.
The facilities include numerous five-story buildings -- accommodations for nearly 60,000 peasant laborers hired to build the aircraft carrier facilities -- that have been in use since early this year. A correspondent for Kanwa Defense Review visited the area to interview peasant workers recruited for this project. The workers said they were paid from $440 to $585 per month, which is three or four times what an ordinary laborer in Shanghai can earn, and that their living conditions were very good.
The round-shaped headquarters building was to be finished this spring. Free-standing residential buildings in red and gray have been constructed for the shipbuilding experts. Satellite photos show that these houses are quite luxurious.
Judging from the size of the three gigantic joint-structured indoor assembly workshops affiliated to Dock No. 3, it is fully possible that the separate modules of the ship will be built in these workshops and finally assembled at the dock.
Sources told United Press International that China intends to build, equip and launch its first aircraft carrier -- internally named "Beijing" -- between 2009 and 2015. It is possible that the process could take longer, however.
The first steps will include the processing and cutting of steel plates and section materials as well as the assembly of sectional parts. When the keel is laid down it will be difficult to keep it secret, as the keel of the aircraft carrier must be towed to the dock in one piece.
June 3 was the Jiangnan Shipyard's 144th anniversary.

Η χώρα ζει τη χειρότερη πολιτική και οικονομική κρίση της μεταπολεμικής περιόδου. Είναι απολύτως σαφές ότι δραματικές εξελίξεις στην ευρωπαϊκή και παγκόσμια οικονομία θα καταστήσουν την θέση της Ελλάδας δυσχερέστερη. Οι αποφάσεις της 21ης Ιουλίου δεν τίθενται μόνο σε αμφισβήτηση, αλλά απαιτούν και νέα χειρότερα μέτρα σε βάρος των εργαζομένων.

Η βιωσιμότητα της πατρίδας μας βρίσκεται σαφέστατα σε κίνδυνο και ορισμένοι πολιτικοί πανηγυρίζουν χωρίς συναίσθηση της πραγματικότητας και του κινδύνου θεωρώντας ότι θα αλλάξουν και θα μεταρρυθμίσουν την ελληνική κοινωνία αφού πρώτα την ακρωτηριάσουν και σχεδόν την αφανίσουν. Τρανό παράδειγμα ο νέος κυβερνητικός εκπρόσωπος που ανέλαβε το ρόλο του θεωρητικού της προκρούστιας νεοφιλελεύθερης συνταγής για να μεταμορφώσει την ελληνική κοινωνία μέσα από εκφοβισμούς και απειλές σε μια κοινωνία άβουλη και αδρανή.

Οι ερευνητές του διάσημου γενετικού εργαστηρίου Cold Springs Harbor της Νέας Υόρκης, με επικεφαλής τον καθηγητή Λόιντ Τρότμαν, που δημοσίευσαν τη σχετική μελέτη στο περιοδικό για θέματα βιολογίας του καρκίνου “Cancer Cell”, σύμφωνα με τη βρετανική «Ιντιπέντεντ», πιστεύουν ότι εντόπισαν για πρώτη φορά μια κρίσιμη γονιδιακή διαφορά ανάμεσα σε ένα μεταστατικό όγκο που εξαπλώνεται γρήγορα σε άλλα μέρη του σώματος και σε ένα αργά αναπτυσσόμενο όγκο που δεν είναι μεταστατικός.

Η ανακάλυψη μπορεί να οδηγήσει σε ένα τεστ που θα ανιχνεύει τους επικίνδυνους όγκους και, παράλληλα, θα βοηθήσει στην ανάπτυξη νέων φαρμάκων, τα οποία θα εμποδίζουν την μετάσταση. Οι επιστήμονες εστίασαν την προσοχή τους σε τρία γονίδια (PHLPP1, PTEN και p33) που παίζουν ρόλο στο κατά πόσο ένα κύτταρο του προστάτη γίνεται καρκινικό και κατά πόσο ο όγκος, στη συνέχεια, θα έχει τάση γρήγορης εξάπλωσης. Καθώς η βία στη Συρία κλιμακώνεται, η παράλυση της διεθνούς κοινότητας καθίσταται περισσότερο ανησυχητική... Ο ρόλος των περιφερειακών δυνάμεων είναι εξίσου σημαντικός για τη συνέχιση της αιματοχυσίας με τα εσωτερικά ζητήματα της χώρας. Αν η Συρία μπορούσε να απαλλαγεί από τις αρνητικές επιρροές της περιφερειακής πολιτικής, θα ήταν πιθανή μια πραγματική μεταβολή του καθεστώτος χωρίς τις συνεχιζόμενες βιαιοπραγίες.

Η Συρία χρειάζεται να διαχειριστεί την πολυποίκιλη εθνοτική και θρησκευτική σύνθεσή της και να αποφασίσει ποια θα είναι η θέση της στην αραβοϊσραηλινή αντιπαράθεση. Αυτό όμως καθίσταται δυσκολότερο αφού οι γειτονικές χώρες εκμεταλλεύονται την ετερογένεια της χώρας για να διασφαλίσουν τα συμφέροντα της δικής τους «ηγεμονικής ατζέντας». Η Συρία βρίσκεται στο κέντρο ισχυρών και ανταγωνιστικών γεωπολιτικών δυνάμεων.

Στα ανατολικά συνορεύει με το Ιράν, με την αντιαμερικανική, αντιδυτική ρητορική του και τις πολλές περιφερειακές φιλοδοξίες του. Στα νότιά του βρίσκεται η Σαουδική Αραβία, με τη μακροχρόνια φιλία της με τις ΗΠΑ και την παραδοσιακή έχθρα της με το Ιράν. Και στα βόρειά της συναντάμε την Τουρκία, μια χώρα στο κατώφλι της Ευρώπης, σε μεγάλο βαθμό κοσμική και δημοκρατική, που επιδιώκει να αυξήσει την επιρροή της στον αραβικό κόσμο. Στην περιοχή μέσα και γύρω από τη Συρία εντοπίζονται επίσης εξτρεμιστικές ισλαμιστικές ομάδες που προσπαθούν να διευρύνουν τη σφαίρα επιρροής τους και σπεύδουν να εκμεταλλευτούν την αστάθεια οποιασδήποτε χώρας. Η Συρία είναι από αυτή την άποψη εξαιρετικά ευάλωτη, αφού εξτρεμιστές υποκινούν τη βία εναντίον μειονοτικών θρησκευτικών ομάδων χρησιμοποιώντας, για παράδειγμα, ως μέσο τους τηλεοπτικούς σταθμούς σε Σαουδική Αραβία και Αίγυπτο. Το καθεστώς στη Συρία αρνείται να αναγνωρίσει τα αιτήματα των ειρηνικών διαδηλωτών για ελευθερία και αξιοπρέπεια. Αν τα αναγνώριζε και τα ικανοποιούσε, οι ισλαμιστές δεν θα μπορούσαν να σφετερίζονται τις διαδηλώσεις.

Καταρχάς όλες μου οι εμπειρίες είναι παρόμοιες... Το ότι δέχονται κοινό μέχρι τη μία το γράφει στο site τους καθώς και πολλές άλλες χρήσιμες πληροφορίες. Παρόλα αυτά δεν μπορούσαν να μου κλείσουν ραντεβού που σήμαινε πως θα έπρεπε να περιμένω από τις 9-1 στην ουρά, ευχόμενος ότι εκείνη τη μέρα δεν είχε κόσμο και θα μπορούσαν να με εξυπηρετήσουν. Επειδή δεν χρειαζόμουν διαβατήριο που μπορεί να γίνει μόνο στο Λονδίνο, κατάφερα και έκανα τη δουλειά μου μέσω του προξένου στο Birmingham ένα Σάββατο. Φανταστείτε να έπρεπε να πάρω άδεια από τη δουλειά μου, να ταξιδέψω πρωί με το τρένο (που θα ήταν πανάκριβο λόγω ώρας αιχμής) και με άδεια από τη δουλειά μου να μην μποροούσαν να με δουν.

Συναγερμός σήμανε χθες στις 7.00 το απόγευμα στην Τροχαία μετά από καταγγελίες οδηγών, πως δυο μεγάλα φορτηγά, το ένα με Αυστριακές πινακίδες και το άλλο με Ελληνικές...κινούνται στο ρεύμα προς Πάτρα με μεγάλη ταχύτητα και συνεχώς πραγματοποιούν επικίνδυνες προσπεράσεις στο αντίθετο ρεύμα.

Οι οδηγοί έκαναν λόγο για κόντρες μεταξύ των οδηγών των φορτηγών.

Σταθμοί της Τροχαίας επιδόθηκαν σε... αγώνα ταχύτητας με αντίπαλο τον χρόνο για τον εντοπισμό και τον έλεγχο των οχημάτων, με την αγωνία να χτυπάει κόκκινο, προκειμένου να προλάβουν την πιθανή εκδήλωση τροχαίου ατυχήματος.

Τελικά, οι δύο ραλίστες φορτηγατζήδες εντοπίστηκαν και... μοιράστηκαν από ένα γενναίο πρόστιμο.

Ταχυδρόμησε... όπλο ο πρώην δήμαρχος Ηγουμενίτσας

Σε τακτική δικάσιμο με την κατηγορία της παράνομης οπλοκατοχής οδηγείται ο πρώην Δήμαρχος Ηγουμενίτσας Θωμάς Πάντος.
Ο πρώην δήμαρχος βρέθηκε στην θέση του κατηγορουμένου επειδή, από λάθος όπως ισχυρίστηκε ταχυδρόμησε ένα πιστόλι αντί ενός εξαρτήματος ηλεκτρολόγου.

Στα Σύβοτα Θεσπρωτίας όπου κατοικεί ο πρώην Δήμαρχος, είχε πάει τεχνικός του Internet να φτιάξει μία εγκατάσταση. Τελειώνοντας την εργασία του, ξέχασε στο σημείο ένα ανταλλακτικό το οποίο και ζήτησε από τον πρώην Δήμαρχο να του το ταχυδρομήσει. Ο πρώην δήμαρχος αντί για το ανταλλακτικό όμως ταχυδρόμησε ένα 32αρι πιστόλι με 47 σφαίρες.

Ο καταστηματάρχης παρέδωσε το δέμα στο Αστυνομικό Τμήμα της Κατσικάς, το οποίο και κίνησε της διαδικασίες για να συλληφθεί στην Ηγουμενίτσα ο πρώην δήμαρχος της πόλης.

Ένας τσαντάκιας άρπαξε την τσάντα μιας γυναίκας στη μική πόλη Σεβερίνα της Βραζιλίας και κατάφερε να ξεφύγει αφήνοντας όμως πίσω του ένα αδιάσειστο ίχνος: τη... μασέλα του.

"Τράβηξε την τσάντα μου και έφυγε τρέχοντας", αφηγήθηκε η Σιλβίνα Τζουλιέτα Φερέιρα στον τοπικό Τύπο.
Η είδηση διαδόθηκε γρήγορα στη μικρή κοινότητα και ο κλέφτης θα κοιμόταν ήσυχος αν ένας κάτοικος δεν έβρισκε τη μασέλα του δράστη. Οι αστυνομικοί κατάφεραν έτσι πολύ γρήγορα να εντοπίσουν τον... απρόσεχτο Μίλτον Σεζάρ ντε Ζεζούς, 34 ετών, που πάνω στη βιασύνη του ξέχασε τα δόντια του στον τόπο του εγκλήματος.
"Του είπαμε να φορέσει τη μασέλα και του ταίριαζε γάντι. Δεν μπορούσε να ισχυριστεί ότι δεν ήταν δική του", είπε ο αρχηγός της τοπικής αστυνομίας, Απαρεσίδου Μαρτίνς.

Στις διάφορες ταινίες επιστημονικής φαντασίας, παρακολουθούμε τους ήρωες να καθοδηγούν αναγνωριστικά μη επανδρωμένα οχήματα χρησιμοποιώντας οθόνες αφής.
Κάτι ανάλογο προσπαθούν να επιτύχουν ερευνητές του Πανεπιστημίου της Μασαχουσέτης. Το εγχείρημα, που το έχει ονομάσει χαϊδευτικά το εργαστήριο ρομποτικής DREAM(όνειρο) από τα αρχικά του (Dynamically Resizing Ergonomic and Multi-touch), κάνει χρήση του της «επιφάνειας Microsoft» και ενός ειδικά ανεπτυγμένου προγράμματος.

Στόχος είναι να καταφέρουν να συντονίζουν με χειρονομίες πάνω στην επιφάνεια αφής ρομποτικά διασωστικά συνεργεία, για δυνητικά έκτακτες ανάγκες.

Αναπτύχθηκε από τον καθηγητή Holly Yanco και στην πραγματικότητα κάνει τα ίδια μας τα δάκτυλα joystick. Με το ένα χέρι ελέγχονται οι κινήσεις και από το άλλο η κάμερα. Eπιδημία χολέρας εξαπλώνεται στη Σομαλία

Ο Παγκόσμιος Οργανισμός Υγείας (ΠΟΥ), ανακοίνωσε σήμερα πως η επιδημία χολέρας εξαπλώνεται στη Σομαλία.
Ο αριθμός των κρουσμάτων μεταξύ των ανθρώπων που συρρέουν στην πρωτεύουσα Μογκαντίσου αναζητώντας τροφή και νερό είναι ανησυχητικός.
"Ο αριθμός των κρουσμάτων είναι δύο με τρεις φορές μεγαλύτερος σε σχέση με πέρσι. Μπορούμε επομένως να πούμε ότι έχουμε επιδημία χολέρας", είπε ο Δρ. Μισέλ Γιάο του ΠΟΥ.
Η χολέρα, μια ασθένεια που συνδέεται συχνά με το μολυσμένο πόσιμο νερό, προκαλεί σοβαρή διάρροια και εμετούς. Ιδίως τα μικρά παιδιά παθαίνουν εύκολα αφυδάτωση που μπορεί να οδηγήσει ακόμη και στο θάνατο.
Σύμφωνα με τον Γιάο έχουν εντοπιστεί πολλές εστίες της επιδημίας και οι μετακινήσεις του πληθυσμού αυξάνουν τον κίνδυνο μετάδοσης.
Οι περιοχές της Σομαλίας που πλήττονται περισσότερο ελέγχονται από τους αντάρτες Σεμπάμπ οι οποίοι μάχονται εδώ και τέσσερα χρόνια την υποστηριζόμενη από τη Δύση κυβέρνηση. Οι αντάρτες εμποδίζουν τη διεθνή βοήθεια να φτάσει στις περιοχές τους αλλά αποχώρησαν από μεγάλο μέρος της πρωτεύουσας το περασμένο σαββατοκύριακο.
Δύο εκατομμύρια παιδιά υποφέρουν ήδη από υποσιτισμό και τα 500.000 από αυτά θα πεθάνουν αν δεν λάβουν βοήθεια μέσα στις επόμενες εβδομάδες, προειδοποιεί η UNICEF.

London has begun nearly tripling the number of police on its streets to try to end Britain's worst rioting in a generation - three nights, now into a fourth, of looting and burning by poor, diverse and brazen crowds of young people.

Scenes of ransacked stores, torched cars and blackened buildings frightened and outraged Britons just a year before London is to host the Olympics. London's Metropolitan Police force said it will flood the streets with 16,000 officers over the next 24 hours, but acknowledged they could not guarantee an end to the violence.

"We have lots of information to suggest that there may be similar disturbances tonight," Cmdr. Simon Foy told the BBC. "That's exactly the reason why the Met (police force) has chosen to now actually really 'up the game' and put a significant number of officers on the streets."

The riots started Saturday with a protest over a police shooting in London's Tottenham neighbourhood, but have morphed into a general lawlessness in London and several other cities that police have struggled to halt with ordinary tactics. While the rioters have run off with sneakers, bikes, electronics and leather goods, they also have torched stores apparently just for the fun of seeing something burn.

Rioters, able to move quickly and regroup to avoid the police, were left virtually unchallenged in several neighbourhoods, plundering stores at will.

Police in Britain generally avoid tear gas, water cannons or other strong-arm riot measures, but they said plastic bullets were one of the tactics being considered to stop the looting. The bullets are common in Northern Ireland but have never before been used in mainland Britain.

Stores, offices and nursery schools in several parts of London closed early amid fears of fresh rioting Tuesday night, though pubs and restaurants were open. Police in one London district, Islington, advised people not to be out on the streets "unless absolutely necessary".

In central England, police said they made five arrests in Birmingham and dispersed a small group of people who torched two cars in the centre of West Bromwich, a nearby town. Shops were targeted by rioters in the city of Wolverhampton, police said.

In Manchester, which previously hadn't seen violence, police said seven people were arrested as youths rampaged through the centre of the northwestern city. Firefighters said a clothing store in the city centre and a disused library in nearby Salford were set on fire.

In London, riots and looting have flared from gritty suburbs along the capital's fringes to the posh Notting Hill neighbourhood. The disorder has caused heartache for Londoners whose businesses and homes were torched or looted, and a crisis for police and politicians already staggering from a spluttering economy and a scandal over illegal phone hacking by a tabloid newspaper that has dragged in senior politicians and police.

"The public wanted to see tough action. They wanted to see it sooner and there is a degree of frustration," said Andrew Silke, head of the criminology department at the University of East London.

So far more than 560 people have been arrested in London and more than 100 charged, and the capital's prison cells were overflowing. Several dozen more were arrested in other cities. The Crown Prosecution Service said it had teams of lawyers working 24 hours a day to help police decide whether to charge suspects.

Silke said it will be hard to control the rioting until police make larger numbers of arrests.

"People are seeing images of lines of police literally running away from rioters," he said. "For young people that is incredibly empowering. They are breaking the rules. They are getting away with it. No one is able to stop them."

The unrest was Britain's worst since race riots set the capital ablaze in the 1980s. Groups of young people set buildings, vehicles and garbage dumps on fire, looted stores and pelted police officers with bottles and fireworks.

London's beleaguered police force noted that it received more than 20,000 emergency calls on Monday - four times the normal number. Scotland Yard has called in reinforcements from around the country and asked all volunteer special constables to report for duty.

A soccer match scheduled for Wednesday between England and the Netherlands at London's Wembley stadium was cancelled to free up police officers for riot duty.

Police launched a murder inquiry after a man found with a gunshot wound during riots in the south London suburb of Croydon died of his injuries Tuesday. Police said 111 officers and 14 members of the public were hurt over the three days of rioting, including a man in his 60s with life-threatening injuries.

Prime Minister David Cameron - who cut short a holiday in Italy to deal with the crisis - recalled Parliament from its summer recess for an emergency debate on the riots and looting. He described the scenes of burning buildings and smashed windows as "sickening," but refrained from tougher measures such as calling in the military to help police restore order.

"People should be in no doubt that we will do everything necessary to restore order to Britain's streets and to make them safe for the law-abiding," Cameron told reporters after a crisis meeting at his Downing Street office.

Parliament will return to duty on Thursday, as the political fallout from the rampage takes hold. The crisis is a major test for Cameron's Conservative-led coalition government.

Other politicians visited riot sites Tuesday - but for many residents it was too little, too late.

Deputy Prime Minister Nick Clegg was booed by crowds who shouted "Go home!" in Birmingham, while London Mayor Boris Johnson - who flew back overnight from his summer vacation - was heckled on a shattered shopping street in Clapham, south London.

Johnson said the riots would not stop London from "welcoming the world to our city" for the Olympics.

"We have time in the next 12 months to rebuild, to repair the damage that has been done," he said. "I'm not saying it will be done overnight, but this is what we are going to do."

Violence first broke out late Saturday in the low-income, multiethnic district of Tottenham in north London, after a protest against the fatal police shooting of Mark Duggan, a 29-year-old father of four who was gunned down in disputed circumstances Thursday.

Police said Duggan was shot dead when officers from Operation Trident - the unit that investigates gun crime in the black community - stopped a cab he was riding in.

The Independent Police Complaints Commission, which is investigating the shooting, said a "non-police firearm" was recovered at the scene, but that there was no evidence it had been fired - a revelation that could fuel the anger of the local community.

An inquest into Duggan's death was opened Tuesday, though it will likely be several months before a full hearing.

Duggan's death stirred memories of the 1980s, when many black Londoners felt they were disproportionately stopped and searched by police. The frustration erupted in violent riots in 1985.

Relations have improved since then but tensions remain, and many young people of all races mistrust the police.

Others pointed to rising social tensions in Britain as the government slashes £80 billion from public spending by 2015 to reduce the huge deficit, swollen after the country spent billions bailing out its foundering banks.

Many rioters appeared to relish the opportunity for violence Monday night. "Come join the fun!" shouted one youth as looters hit the east London suburb of Hackney.

In Hackney, one of the boroughs hosting next year's Olympics, hundreds of youths left a trail of burning trash and shattered glass. Looters ransacked a convenience store, filling plastic shopping bags with alcohol, cigarettes, candy and toilet paper.

In Croydon, fire gutted a 140-year-old family run department store, House of Reeves, and forced nearby homes to be evacuated.

"I'm the fifth generation to run this place," said owner Graham Reeves, 52. "I have two daughters. They would have been he sixth.

"No one's stolen anything," he said. "They just burnt it down."

On Tuesday, as Londoners emerged with brooms to help sweep the streets of broken glass, many called for police to use water cannons, tear gas or rubber bullets to disperse rioters, or bring out the military for support. Although security forces in Northern Ireland regularly use all those methods, they have not been seen on the mainland in decades.

Conservative lawmaker Patrick Mercer said that policy should be reconsidered.

"They should have the tools available and they should use them if the commander on the ground thinks it's necessary," he said.

The government rejected the calls.

"The way we police in Britain is not through use of water cannon," Home Secretary Theresa May told Sky News. "The way we police in Britain is through consent of communities."

The riots could not have come at a worse time for police - a year before the Olympic Games, which Scotland Yard says will be the biggest challenge in its 182-year history.

The government has slashed police budgets as part of its spending cuts. A report last month by Her Majesty's Inspectorate of Constabulary said the cuts - a third of which have already taken place - will mean 16,000 fewer police officers by 2015.

Opposition Labour lawmaker David Winnick said the government should scrap its plan to cut police numbers.

"I think it's absolute madness in view of what's happened over the last few nights," he said.

The force also is without a full-time leader after chief Paul Stephenson quit last month amid a scandal over the ties between senior officers and Rupert Murdoch's British newspapers, which are being investigated for hacking phone voicemails and bribing police for information. The force's top counterterrorism officer, John Yates, also quit over the hacking scandal.

Police representatives say officers are demoralised, and feel a sense of betrayal by politicians and their leaders.

Constable Paul Deller, a 25-year veteran working in a police control center during Monday's violence, said the rioting was "horrific."

Stephen Lennon, leader of the English Defence League, told The Associated Press that up to 1,000 members planned to turn out in Luton, where the group is based, and others areas that have suffered unrest, including the northwestern city of Manchester.

Lennon said some members had were already carrying out patrols trying to deter rioters, and that hundreds more would join them Wednesday.

"We're going to stop the riots - police obviously can't handle it," Lennon told the AP.

The far-right group was cited as an inspiration to Anders Behring Breivik who has confessed to the July 22 massacre in Norway.

Dear Fellow Compatriots,

It is with great respect and interest that I read Trong Sisowath Sirik Matak’s letter. Indeed, I came across that letter a few years ago; and despite I have read it several times since then, the emotion still runs high in me every time I re-read it.

Over the past few days, I have closely followed the debate at Khmer-Avenir forum over the content of the letter and the related events in the 1970’s. Based on what have been said or written throughout the debate, it is clear that the division among our people over the event of March 18, 1970 still runs deep as it did forty years ago. The so-called republicans and royalists still regrettably blame each other for the personal and national tragedies resulted from the March 18, 1970 event.

At this point, I am not sure if it really matters who was right and who was wrong back then. What matters the most is that we all try to learn from it and hopefully we can do something to prevent similar tragedy in the future.

When the Mar 18, 1970 event took place, for many urban elites, it was the right thing to do to get the Viet-cong out of the country, and for that reason the republicans enjoyed tremendous support from the urban population. I still recalled many young people, including one of my uncles, lining up to volunteer for the military service to fight the Viet-cong. Sadly, the republicans quickly lost control over the country as the abuses of power and corruption became rampant from the highest to the lowest government offices.

The republicans’ experience showed that it took more than the “good will or intention” of a few leaders and citizens to put the country on the path to prosperity. The same can be said for the Khmer Rouge regime whose movement started with noble intention to liberate the country from foreign domination, and corruption among other things.

Our history is full of glory and tragedy, yet we refuse to accept that ultimately the fate of the Nation depends on every one of us, not just a few leaders or Samaritans. We all have an important role to play and contribution to make. As frustrating as it may sound, pointing the fingers does not morally absolve us from the suffering of our nation. Could we have done more to help the Nation? In that sense, we all share the blame.

Regardless what some may think or say, Trong Sisowath Siri Matak bravely fought and died for what he believed was right for the country. I could only wish that more of us have his courage and fortitude. Let’s be united and work together to honour his memory.

C'est avec un grand respect et d'intérêt que j'ai lu la lettre de Trong Sisowath Siri Matak. En effet, j’ai obtenu une copie de cette lettre il y a quelques années, et malgré que je l'ai lu à plusieurs reprises depuis lors, j’ai toujours un sentiment triste chaque fois que je relis.

Au cours des derniers jours, j'ai suivi de près le débat au Forum Khmer-Avenir sur le contenu de cette lettre et les événements dans les années 1970. Basé sur ce qui a été dit ou écrit au cours du débat, il est clair que la division parmi notre peuple concernant l'événement du 18 mars 1970 demeure aussi profonde qu'elle ne l’était il y a quarante ans. Les soi-disant républicains et les royalistes continuent de blâmer les uns les autres pour les tragédies personnelles et nationales entraînées par l’événement du 18 mars.

En ce moment, je ne suis pas sûr si c'est vraiment important de juger qui avait raison et qui avait tort à l'époque. Ce qui importe le plus, c'est que nous essayons tous d'apprendre de cet événement et arrivons à faire quelque chose pour empêcher la tragédie semblable à l'avenir.

Pour beaucoup d'élites urbaines, l’événement du 18 mars 1970, était nécessaire pour faire sortir le Viet-congs du pays, et pour cette raison, les républicains obtenaient un soutien spontané de la population urbaine. J'ai encore rappelé de nombreux jeunes, dont un de mes oncles, se portaient volontaire pour le service militaire pour combattre les Viet-congs. Malheureusement, les républicains ont rapidement perdu le contrôle du pays parce que l'abus du pouvoir et la corruption est devenue endémique dans les bureaux du gouvernement.du plus haut au plus bas

L'expérience des républicains nous a clairement montré qu’il a fallu plus que « la bonne volonté et intention », de quelques dirigeants et citoyens pour pouvoir mener le pays sur la voie de la prospérité. La même chose peut être dite pour le régime des Khmers rouges dont le mouvement a commencé avec une noble intention de libérer le pays de la domination étrangère, et de la corruption entre autres.

Notre histoire est pleine de gloire et de tragédie, mais nous refusons d'accepter que finalement le destin du pays repose sur chacun de nous tous, pas seulement une poignée de dirigeants ou de Samaritains. Nous avons tous un rôle important à jouer et une contribution à apporter. Aussi frustrant que cela puisse paraître, pointant les doigts ne nous rendent pas innocent moralement vis-à-vis a la souffrance de notre nation. Aurions-nous pu faire plus pour aider la patrie? En ce sens, nous partageons tous les blâmes..

Peu importe ce que certains pensent ou disent, Trong Sisowath Siri Matak a bravement combattu et sacrifie sa vie pour ce qu'il croyait être bon pour le pays. Je ne peux que souhaiter qu’il y a plus de gens parmi nous qui ont son courage et sa détermination. Soyons unis et travaillons ensemble pour honorer sa mémoire.

Libya rebels in western offensive

Libyan rebels in the country's west say they have launched an offensive towards key towns on the Mediterranean coast.

Commanders say they have captured the town of Bir al-Ghanam, 50 miles (80km) south of Tripoli, from forces loyal to Libyan leader Col Muammar Gaddafi.

However, there has been no official comment from the Libyan government.

Hundreds of rebel fighters have moved from the mountain town of Yafran to the front lines, where heavy fighting is under way, AP news agency reports.

It quotes rebel fighters as saying the initial aim was to "liberate Bir al-Ghanam" before moving on Zawiya, a key city on the Mediterranean coast 30 miles (50 km) away.

Meanwhile, Reuters quotes rebel spokesman Mohammad Zawawi as saying troops were also advancing on the coastal oil town of Brega.

"There's a big movement on all fronts around Brega, we are attacking from three sides," he said.

However, he added that troops were advancing slowly because government forces had sown landmines on the approaches to the town.

The assault is being seen as an attempt to open a new front and break the military deadlock that has emerged.

Rebels have been fighting government forces since March but Col Gaddafi's regime still controls much of the west, with its stronghold in Tripoli.

The rebels hold the east, with pockets in the west. These include the Nafousa Mountains, where Yafran is located, and the city of Misrata on the coast, east of the capital.

Earlier in the week, government forces launched a counter-offensive against rebels near the strategic western town of Zlitan.

Rebels had reached the city's eastern suburbs but were being hampered by a lack of ammunition.

Cuba upholds US contractor Alan Gross sentence

Cuba's Supreme Court has upheld a 15-year prison sentence imposed on a US contractor accused of crimes against the state.

The contractor, 62-year-old Alan Gross, was convicted in March of distributing illegal communications equipment in Havana.

He says he was just trying to help Cuba's small Jewish community.

The rejection of his appeal is likely to further sour relations between the US and Cuba.

In his appeal hearing last month Gross admitted bringing satellite equipment into the country, but said he never intended to harm the Cuban government.

The Supreme Court rejected his argument, saying he was part of a US government programme aimed at "destabilising" and "subverting" Cuba's communist system.

Gross's US lawyer, Peter Kahn, said in a statement that his family was "heartbroken" by the decision, but remained hopeful that there could be a diplomatic solution.
Secretive programme

The case has brought US-Cuba relations to a standstill after a brief warming under President Barack Obama, says the BBC Havana correspondent, Michael Voss.

The appeal verdict will make it impossible for Washington to launch any further initiatives, our correspondent adds.

Gross was arrested in December 2009. He was in Cuba working as a contractor for the US Agency for International Development (USAID) on a secretive programme aimed at promoting democracy in Cuba.

He was found guilty and sentenced in March for "acts against the independence and integrity of the state".

The White House called the prison term "another injustice" for Gross and said he had already spent too long in jail.

Gross' wife Judy had already made a separate plea to President Raul Castro for this immediate release on humanitarian grounds.

Cuban officials have hinted that they are sympathetic to humanitarian appeals but could not act before the Supreme Court had ruled, our correspondent says.

Chelsea sign midfielder Oriol Romeu from Barcelona

Chelsea have signed midfielder Oriol Romeu on a four-year contract from Barcelona for £4.35m.

The fee was agreed 11 days ago and the deal includes a buy-back clause of 10m euros after one year and 15m euros after two for the Spanish champions.

Romeu will arrive at Stamford Bridge once he has finished playing for Spain at the Under-20 World Cup in Colombia.

The 19-year-old has played in both of their games so far, a 4-1 victory over Costa Rica and 2-0 win over Ecuador.

The 19-year-old made two first-team appearances for Barca last season, making his first-team debut at the end of last season, but he was not part of boss Pep Guardiola's long-term plans at the Nou Camp.

E-petitions urge MPs debate return of death penalty

The first "e-petitions" - which allow the public to prompt parliamentary debates if they get enough support - have been published by the government.

The return of the death penalty heads the list of demands, with dozens of campaigners calling for it.

Other suggestions include leaving the EU, anonymity for rape defendants and limiting jail food to bread and water.

Petitions gaining more than 100,000 signatures could lead to a full debate in the House of Commons.

The government has warned MPs not to "ignore" the public's suggestions.

Forty of the first 169 petitions published call for the return of capital punishment and several say the UK should leave the European Union or withdraw from the European Convention on Human Rights.

However, seven call for the death penalty not to be reinstated.

One petition recommends the televising of court proceedings and another that the price of alcohol be increased.

One demands that prisoners' diets be restricted to bread and water, as in the "good old days", another that bodybuilding should be encouraged to improve the nation's health.
'Strong opinions'

Among the list of 154 rejected petitions, most relate to sport on TV, the majority calling for Formula One to be kept on free-to-air terrestrial stations.

But several such demands are included among those published for the public to sign up to.

Any petition signed by more than 100,000 UK citizens goes to the cross-party Commons Backbench Business Committee, which will decide whether it is worthy of debate.

This does not mean any parliamentary bills will be tabled as a result, simply that the matter will be discussed.

BBC political correspondent Ross Hawkins said only six days were potentially available between now and next April for MPs to debate the public's suggestions.

Within minutes of launching, the e-petitions site experienced problems, as some users were told: "We are very sorry, but we were unable to complete your last action. We have been notified about the problem and will resolve it as quickly as possible."

Any petition deemed to be libellous, offensive, duplicates of existing open petitions or not related to government will be rejected.

Moderators will also block any that concern honours and appointments.

But Labour have said the petitions could lead to debates on "crazy ideas".

The system replaces the previous e-petitions pages on the Downing Street website, set up when Tony Blair was PM.

The most popular of these, with more than 1.8 million people in support, opposed road pricing.

More than 70,000 backed the one-word suggestion that Gordon Brown should "resign".

And almost 50,000 signed up to the idea that TV presenter Jeremy Clarkson should become prime minister
